A Russian missile strike on Tuesday killed five civilians and wounded 55 in the northeastern Ukrainian town of Izium, partially destroying the city council building, officials reported.

Governor Oleh Syniehubov said on Telegram that a Russian ballistic missile struck the building in the town's central district.

Among the injured were three children and numerous local government and social services workers, he added. Vitaliya Kliuchanovych told Reuters she was searching for two female relatives, aged 18 and 19, who had gone to collect documents from the passport service. Syniehubov later confirmed that both women—one of whom was pregnant—were among the dead.

Bodies of the victims lay in black bags on the pavement.

"This brutality cannot be tolerated. Maximum pressure must be applied to Russia – through military force, sanctions, and diplomacy – to stop the terror and protect lives," Ukrainian President Volodymyr Zelenskiy said on X.

The strike caused one section of the recently renovated council building to collapse completely, shattering all its windows.

Syniehubov emphasized that there were no military facilities in the area. Another administrative building was damaged, along with nearby residential blocks, he said.

Olena Bespala, an employee of the child protection service, was at work when the missile struck.

"The air raid alert sounded only at the moment of impact. Then, literally one second later, there was an explosion... plumes of smoke, and everything was blown away," she said, her face injuries bandaged.

Ballistic missiles can reach Ukrainian regions bordering Russia within minutes of detection.

Izium, occupied by Russian forces early in Moscow’s full-scale invasion, suffered widespread destruction. After its liberation, Ukrainian officials discovered mass graves and accused Russia of war crimes—allegations Moscow denies.
